In November 2008, the European Commission imposed a provisional anti-dumping duty and a definitive duty was imposed in May 2009. In May 2014, a sunset review was initiated and the definitive duty was extended for a new period in June 2015. In June 2020, a sunset review was initiated and the definitive duty was extended in September 2021.

Anti-dumping

On November 14th, 2008, the European Commission decided to impose a provisional anti-dumping duty on imports of certain PSC wires and strands from China (Commission Regulation (EC) No. 1129/2008, 14.11.2008). This follows the conclusion of an antidumping investigation initiated on February 16th, 2008. The rate of the duty ranges from 2.1% to 52.2% of the net free-at-Union-frontier price, depending on the company. The products subject to duties fall under HS codes ex 7217.1090, ex 7217. 2090, ex 7312.1061, ex 7312.1065 and ex 7312.1069. This provisional duty entered into force on the day following the publication of the resolution in the Official Journal of the European Union, i.e. on November 16th, 2008, and is applicable for a period of six months.

On May 5th, 2009, the European authorities decided to impose a definitive anti-dumping duty on imports of PSC wires and strands from China (Council Regulation (EC) No. 383/2009, 05.05.2009). The rate of the duty ranges is 46.2% of the net free-at-Union-frontier price, at the exception of the companies Ossen Innovation Materials Co. Joint Stock Company Ltd andOssen Jiujiang Steel Wire Cable Co. Ltd. whose exports are subject to a duty of 31.1% of the net free-at-Union-frontier price. Moreover, the company Kiswire Qingdao, Ltd is not subject to the payment of any duty. This definitive duty entered into force on the day following the publication of the resolution in the Official Journal of the European Union, i.e. on May 14th, 2009.
 
On May 8th, 2014, the European Commission announced the initiation of a sunset review of the anti-dumping duty imposed on imports of PSC wires and strands from China (Notice No 2014/C 138/10).
This follows the request lodged on February 7th, 2014 by the European Stress Information Service on behalf of producers representing more than 25% of the total EU production of the subject goods.
 
On June 4th, 2015, the European authorities decided upon the continuation of the anti-dumping duty imposed on imports of PSC wires and strands originating in China (Council Implementing Regulation (EU) No 2015/865, 04.06.2015). The amount of duty remains the same (see above). This definitive duty entered into force on the day following the publication of the regulation in the Official Journal of the European Union (L 139), that is on June 7th, 2015.

On 3 September 2019, the European Commission issued Commission Implementing Regulation (EU) 2019/1382 amending the definitive duty imposed on imports of certain pre- and post-stressing wires and wire strands of non-alloy steel (PSC wires and strands) from China if a specific safeguard duty is also imposed on the same good. More specifically, in cases when the definitive safeguard duty of 25% out of quota is applied on the subject good (see related state act), the definitive antidumping duty is reduced. The rate of reduced definitive duty is 6.1% or 21.2% depending on the company. This is with the exception of the company Kiswire Qingdao, Ltd whose duty is suspended in case the specific safeguard is applied. This decision follows a notice issued in April 2019 and following comments from interested parties.

On 4 June 2020, the European Commission initiated a sunset review of the definitive duty imposed on imports of the subject good from China. This follows the application lodged on 2 March 2020 by the European Stress Information Service.

On 2 September 2021, the European Commission issued a regulation extending the definitive duty imposed on imports of pre- and post-stressing wires and wire strands of non-alloy steel (PSC wires and strands) from China following the conclusion of the sunset review. The rate of duty is between 31.1% and 46.2% of the net free-at-Union-frontier price before duty depending on the company. The regulation extending the definitive duty entered into force on 3 September 2021.
