Anti-dumping

On April 10th, 2015, the Ministry of Commerce of the People's Republic of China decided to initiate an anti-dumping investigation on imports of unbleached sack paper from the European Union, Japan and the United States of America (MOFCOM Announcement No. 9 of 2015, 10.04.2015).
The products subject to investigation are classified under the following HS code: 4804.2100.
The complaint was lodged on February 25th, 2015 by Fujian Qingshan Paper Industry Co., Ltd on behalf of the domestic industry.
According to the UN Comtrade Database, in 2014 the following EU member states exported goods classified under HS code subheading 4804.21 to China with a trade value over the GTA threshold of USD 1 million: Bulgaria (USD 10.55 million), Sweden (USD 8.96 million), Austria (USD 4.38 million) and Finland (USD 1.15 million).

On 11 December 2015, the Ministry of Commerce of the People's Republic of China decided to impose a provisional anti-dumping duty on imports of the above-mentioned goods originating in the United States, Japan and the European Union (Announcement No. 67 of 2015). The rate of the duty imposed on imports originating in the United States is 14.9%. The rate of the duty imposed on imports originating in the European Union is 23.4%, 26.2% or 29% depending on the company. The rate of the duty imposed on imports originating in Japan is 20.2%.
 
On 9 April 2016, the Ministry of Commerce of the People's Republic of China decided to impose a definitive anti-dumping duty on imports of the above-mentioned goods originating in the United States, Japan and the European Union (Announcement No. 8 of 2016). The rate of the duty imposed on imports originating in the United States is 14.9%. The rate of the duty imposed on imports originating in the European Union is 23.5%, 26.2% or 29% depending on the company. The rate of the duty imposed on imports originating in Japan is 20.5%. The duty is in force from 10 April 2016 for a period of 5 years.
