In October 2014, the government of India initiated a new anti-dumping investigation and a definitive duty was imposed in March 2016. In December 2020, a sunset review was initiated on imports from the European Union and Singapore. The definitive duty imposed on imports from Korea expired in March 2021.

Anti-dumping

On 15 October 2014, the Indian Directorate General of anti-dumping & allied duties, Ministry of Commerce and Industry, initiated an anti-dumping investigation on imports of phenol from the European Union, Singapore and South Korea. The product subject to investigation is classified under the following HS code: 2907.1110.
This follows the application lodged by M/s Hindustan Organic Chemicals Ltd. and SI Group-India-Ltd., the only two domestic producers of the subject good.
According to the UN Comtrade Database, in 2013 the following EU member states exported goods classified under HS code subheading 2907.11 to India with a trade value over the GTA threshold of USD 1 million: the Netherlands (USD 8.32 million), Belgium (USD 3.39 million) and Spain (USD 2.84 million).
 
On 12 January 2016, the Indian Directorate General of anti-dumping & allied duties, Ministry of Commerce, issued its final findings and recommended the imposition of a definitive anti-dumping duty on imports of Phenol originating in or exported from the European Union, Singapore and the Republic of Korea.

On 8 March 2016, the Indian Ministry of Finance issued the Customs Notification imposing this definitive anti-dumping duty (Notification No. 6/2016-Customs (ADD), 08.03.2016). The amount of duty imposed on imports originating in or exported from the Republic of Korea is USD 77.19 per metric ton. The amount of duty imposed on imports originating in or exported from Singapore is USD 219.58 per metric ton. The amount of the duty imposed on imports originating in or exported from the European Union is USD 253.06 per metric ton. This definitive duty is effective for a period of five years.

On 31 December 2020, the Indian authorities initiated a sunset review of the definitive duty imposed on imports of phenol from the European Union and Singapore. This follows the application lodged by Deepak Phenolics Ltd. and Hindustan Organics Chemical Ltd. Notably, the duty investigation no longer concerns the United Kingdom following the country's exit on 1 Janaury 2021 from the Union. No sunset review was initiated concerning imports of the subject good from the Republic of Korea, see related intervention.

On 3 March 2021, the Indian authorities extended the definitive duty on imports of the subject good from Singapore and the European Union until 28 February following the initiation of the sunset review.
