In November 2014, the government of India initiated a new anti-dumping investigation and a definitive duty was imposed in March 2016. In August 2020, a sunset review was initiated and the definitive duty was extended in March 2021.

Anti-dumping

On November 20th, 2014, the Indian Directorate General of anti-dumping & allied duties, Ministry of Commerce and Industry, initiated an anti-dumping investigation on imports of 2-ethyl hexanol (a fatty alcohol used in numerous applications such as solvents, flavours, and fragrances) from Chinese Taipei, the European Union, Indonesia, Malaysia, Saudi Arabia, the Republic of Korea and the United States of America.
The product subject to investigation is classified under the following HS code: 2905.1620.
This follows the application lodged by M/s Andhra Petrochemicals Limited, the sole domestic producer of the subject good.
 
On 18 February 2016, the Indian Directorate General of anti-dumping & allied duties, Ministry of Commerce, issued its final findings and recommended the imposition of a definitive anti-dumping duty on imports of 2-Ethyl Hexanolfrom from the European Union, Indonesia, the Republic of Korea, Malaysia, Saudi Arabia, Chinese Taipei and the United States.
 
On 29 March 2016, the Indian Ministry of Finance issued the Customs Notification imposing this definitive anti-dumping duty (Notification No. 10/2016-Customs (ADD), 29.03.2016). The amount of the duty imposed on imports from Malaysia is USD 53.63 or USD 107.30 per metric ton depending on the company. The amount of the duty imposed on imports from the Republic of Korea is USD 15.55 per metric ton. The amount of the duty imposed on imports from the European Union is USD 45.47 or USD 113.47 per metric ton depending on the company. The amount of the duty imposed on imports from Indonesia is USD 127.82 or USD 45.67 per metric ton depending on the company. The amount of the duty imposed on imports from the United States is USD 29.61 per metric ton. The amount of the duty imposed on imports from Chinese Taipei is USD 42.45 per metric ton. No definitive dut was imposed on imports from Saudi Arabia. This definitive duty is effective for a period of five years.

On 28 August 2020, the Indian authorities initiated a sunset review of the definitive duty imposed on import of the subject good from Chinese Taipei, the European Union, Indonesia, Malaysia,  the Republic of Korea and the United States of America. The review follows the application lodged by The Andhra Petrochemicals Limited.

On 26 March 2021, the Indian authorities issued a notification extending the definitive duty imposed on imports of 2-ethyl hexanol from Chinese Taipei, the European Union, Indonesia, Malaysia, the Republic of Korea and the United States of America following the conclusion of the sunset review. The rate of duty on imports from Republic of Korea is USD15,55. The rate of duty on imports from the United States is USD29,61. The rate of duty on imports from Chinese Taipei is USD42,45. The rate of duty on imports from India ranges from USD45,67 to USD127,82 depending on the company. The rate of duty on imports from the European Union ranges from USD45,47 to USD113,47 depending on the company. The rate of duty on imports from Malaysia ranges from USD53,63 to USD107,30 depending on the company. The notification extending the definitive duty entered into force on 26 March 2021.
