Anti-dumping

On December 5, 2008, the European Commission announced the initiation of a sunset review of the anti-dumping duty imposed on imports of certain ring binder mechanisms from China, and extended to imports from Laos and Vietnam following anticircumvention investigation (see related intervention) (Notice No 2008/C 310/06), see related intervention. The products subject to investigation are classified under the following HS code: ex 8305.1000. This follows the request lodged on September 4, 2008 by Ring Alliance Ringbuchtechnik GmbH, producer representing more than 50% of the total EU production of the subject goods.
 
On February 22, 2010, the European authorities decided upon the continuation of the anti-dumping duty imposed on imports of certain ring binder mechanisms originating in China as well as in Laos and Vietnam, see related intervention (Implementing Regulation of the Council (EU) No 157/2010). The amount of the duty imposed on imports of mechanisms with 17 and 23 rings originating in China is the difference between the minimum import price of EUR 325 per 1,000 pieces and the net free-at-Union-frontier price. The rate of the duty imposed on imports of other mechanisms originating in China is 78.8%, at the exception of the company World Wide Stationery Mfg. whose exports are subject to a duty of 51.2%. The duty entered into force on the day following the publication of the regulation in the Official Journal of the European Union (L 49), that is on February 27, 2010.

The original anti-dumping duty was imposed by Council Regulation (EC) No 2074/2004 dated November 29, 2004 and published in the Official Journal of the European Union on December 4, 2004.

On February 25, 2015, the European Commission announced the initiation of a sunset review of the anti-dumping measure imposed on February 22, 2010 by Implementing Regulation of the Council (EU) No 157/2010 (Notice No 2015/C 67/09). The products subject to investigation are classified under the following HS code: ex 8305.1000.
This follows the request lodged on November 26, 2014 by Ring Alliance Ringbuchtechnik GmbH, producer representing more than 25% of the total EU production of the subject goods.

On 13 May 2016, the European Commission extended the definitive duty on imports of the subject good from China as well as in Laos and Vietnam, see related intervention. The amount of the duty imposed on imports of mechanisms with 17 and 23 rings originating in China is the difference between the minimum import price of EUR 325 per 1,000 pieces and the net free-at-Union-frontier price. The rate of the duty imposed on imports of other mechanisms originating in China is 51.2% or 78.8% depending on the company.
