In 2013 the state legislature of South Carolina provided an incentives package to Boeing for an aircraft palnt. The $120 million subsidy was said to be designed to offset some of Boeing's upfront expansion costs, such as site preparation work and utility expenses. 
 
The GTA includes state guarantees and other financial incentives thatare likely to affect the restructuring and performance of firms facinginternational competition, whether from imports, in export markets, andfrom foreign subsidiaries.
