Tax or social insurance relief

In April 2011, Cleco Power announced completion of a "clean" coal power generator in Louisiana that was aided by Industrial Tax Exemptions granted the previous year, worth $163,002,297 over 10 years. Cleco Power also received an unspecified amount from the Quality Jobs program. The latter program includes minimum hiring requirements of local workers plus a requirement that a certain minimum percentage of sales revenues are obtained out of state including, in principle, export sales.
 
The GTA includes state guarantees and other financial incentives thatare likely to affect the restructuring and performance of firms facinginternational competition, whether from imports, in export markets, andfrom foreign subsidiaries.
