Tax or social insurance relief

In 2011 the Louisiana Economic Development agency provided a $214 million performance-based subsidy package over 10 years for Huntington Ingalls Industries to retain a shipbuilding facility in the state. The package included job-creation tax credits, job training assistance via Louisiana FastStart, and funds to retool and modernize the facility. 
 
The GTA includes state guarantees and other financial incentives thatare likely to affect the restructuring and performance of firms facinginternational competition, whether from imports, in export markets, andfrom foreign subsidiaries.
