Labour market access

On 20 March 2015, Decree 257 was approved. It stipulates that certain tests that are needed to obtain permits to hire foreign workers will only be required of foreign citizens that must obtain a visa to enter Russia. In this way, the Russian employers are to be relieved of administrative burdens and formalities because many foreign workers in Russia arrive from visa-free origins.
In addition, the decree introduces a condition that foreign workers are to be sought if it is impossible to meet the labour demand through the reallocation of workers within the subjects (the principal administrative units according to the Russian constitution) or the regions of the country.
