Anti-dumping

On December 26, 2014, the Turkish authorities initiated an anti-dumping investigation on imports of tempered or laminated safety glass from China and Israel (Notification 2014/40).
The products subject to investigation are classified under the following HS code: 7007.
The complaint was lodged by Dora Otomotiv Cam San. ve Tic. A.S., Olimpia Oto Camlari San. ve Tic. A.S. and Ugurlu Oto Cam San. ve Tic. A.S.
 
On May 23rd, 2015, the Turkish authorities imposed a provisional anti-dumping duty on imports of the above-mentioned products from China and Israel (Notification 2015/16, 23.05.2015).
The rate of the duty imposed on imports originating in China is 63.7% of the CIF value, at the exception of the company Xinyi Automobile Glass (Shenzen) Co., Ltd. whose exports are subject to a duty of 33.1% of the CIF value. The rate of the duty imposed on imports originating in Israel is 53.2% of the CIF value, at the exception of the company Phoenicia Flat Glass Industries Ltd. whose exports are subject to a duty of 34.5% of the CIF value.
This measure will remains in force for a period of maximum 6 months.
 
On November 18th, 2015, the Turkish authorities imposed a definitive anti-dumping duty on imports of the above-mentioned products from China and Israel (Notification 2015/49, 18.11.2015). The rate of the duty imposed on imports originating in China is 66.1% of the CIF value, at the exception of the company Xinyi Automobile Glass (Shenzen) Co., Ltd. whose exports are subject to a duty of 59.6% of the CIF value. The rate of the duty imposed on imports originating in Israel is 39.5% of the CIF value, at the exception of the company Phoenicia Flat Glass Industries Ltd. whose exports are subject to a duty of 32.05% of the CIF value. Moreover, a special rate of 10% of the CIF value applies to imports of a specific item, regardless of the country of origin (for more details, please see article 27.2 of the notification).

On 14 November 2020, the Turkish authorities initiated a sunset review of the definitive duty imposed on imports of safety glass from China and Israel. This follows the petition lodged by Türkiye Şişe ve Cam Fabrikaları A.Ş., Olimpia Oto Camları San. ve Tic. A.Ş. and Dora Otomotiv Cam San. ve Tic. A.Ş. as well as Şişecam Otomotiv A.Ş., Düzce Cam San. ve Tic. A.Ş., Uğurlu Cam San. ve Tic. A.Ş., Camyapı Cam Paz. İnş. Taah. Tic. ve San. A.Ş., Fercam Cam San. Ltd. Şti., Yıldız Cam San. ve Tic. A.Ş. and Tamcam Otocam Sanayii A.Ş.
