Public procurement localisation

Congress approved on March 3, 2015, and President Obama signed into law the next day, a bill (H.R.240) that provides funding for the Department of Homeland Security and related agencies. One item in this bill provides for the purchase by the U.S. Secret Service "motorcycles made in the United States." Another provision in the bill (section 511) states more generally that, "None of the funds made available in this Act may be used in contravention of the applicable provisions of the Buy American Act. For purposes of the preceding sentence, the term 'Buy American Act' means chapter 83 of title 41, United States Code."
