On 2 March 2009, the Ministry of Commerce, Ministry of Environmental Protection, and the General Administration of Customs jointly issued Notice No.8 of 2008.
 
According to the Notice, importation of raw hides, exportation of semi-finished leather, and processing trade of finished leather(Product codes: 4101 - 4103) remains banned.
However, the importation of semi-finished leather for processing trade and export of finished leather are now allowed.
 
No more than a total number of 229 firms will be allowed for the processing trade of raw hides and no more than 660,000 tons of raw hides will be allowed to be imported. Firms allowed by relevant authorities should not import raw hides more than the number it imported in 2005.
