In June 2014, the government of Colombia initiated a new anti-dumping investigation. In March 2015 a definitive antidumping duty was imposed and in March 2017 a sunset review was initiated and the definitive duty was extended for a new period.

Anti-dumping

On June 3, 2014, the Colombian Ministry of Commerce, Industry and Tourism decided to initiate an anti-dumping investigation on imports of citric acid and sodium citrate from China (Resolution 107, 03.06.2014).
The products subject to investigation are classified under the following HS codes: 2918.1400 and 2918.1530.
The complaint was lodged on November 22, 2013 by SUCROAL S.A. on behalf of the national industry. The investigation started on the day of the publication of the resolution in the Official Journal of the Republic of Colombia, i.e. on June 4, 2014.
On August 5, 2014, the Colombian Ministry of Commerce, Industry and Tourism decided to extend up to August 20, 2014 the investigation period before issuing a preliminary decision (Resolution 165, 05.08.2014). Resolution 165 was published in the Official Journal of the Republic of Colombia on August 8, 2014.
On August 20, 2014, the Colombian Ministry of Commerce, Industry and Tourism decided to continue the investigation without imposing a provisional anti-dumping duty on imports of citric acid and sodium citrate originating in China (Resolution 172, 20.08.2014). Resolution 172 was published in the Official Journal of the Republic of Colombia on August 25, 2014.
 
On March 19th, 2015, the Colombian Ministry of Commerce, Industry and Tourism decided to impose a definitive anti-dumping duty on imports of sodium citrate (classified under HS code 2918.1530) originating in China (Resolution 047, 19.03.2015). The amount of the duty is the difference between the FOB price declared by the importer and the reference FOB price set at USD 1.80 per kilogram. This definitive anti-dumping duty entered into force on the day of the publication of the resolution in the Official Journal of the Republic of Colombia, i.e. on March 20th, 2015, and is applicable for a period of two years.
No anti-dumping measure was imposed on imports of citric acid (classified under HS code 2918.1400) originating in China.

On 17 March 2017, the Colombian authorities initiated a sunset review of the antidumping duty imposed on imports of sodium citrate (HS code 2918.1530) from China. The definitive anti-dumping duty remains in force during the period of review.

On 22 March 2018, the Colombian authorities extended the definitive duty imposed on imports of the subject good from China following the conclusion of the sunset review. The rate of duty is the difference between the FOB reference price of USD 1.80 per kilogram and the FOB value declared by the importer if the reference price is less than the declared value. The duty is in force for a period of 5 years.
