In January 2015, the government of the Russian Federation introduced a change in its public procurement localisation requirements.

Public procurement localisation
With Resolution Nr. 84 of January 31, 2015, the Government exempted vehicles assembled from imported components on the territory of the Russian Federation from the ban on public procurement of foreign-manufactured vehicles. The vehicles under questions are classified under subheadings 8701-8705 and are manufactured in Russia under the so-called "industrial assembly" arrangements with the Russian Ministry of Economic Development.
The exemption is valid retroactively, from 1 January 2015.
The ban on public procurement of foreign vehicles was initially announced on 7 July 2015 (Decree 656).
