In December 2008, the European Commission imposed a definitive duty on imports of monosodium glutamate from China following the conclusion of an antidumping investigation. In November 2013, a sunset review was initiated and the definitive duty was extended for a new period in January 2015. In January 2020, a sunset review was initiated.

Anti-dumping

On November 27, 2008, the European authorities decided to impose a definitive anti-dumping duty on imports of monosodium glutamate originating in China (Council Regulation (EC) No. 1187/2008, 27.11.2008) following the conclusion of an antidumping investigation initiated in September 2007. The goods subject to definitive duties are classified under HS code subheading 2922.42.00 The rate of this definitive duty ranges from 33.8% to 39.7% of the net free-at-Union-frontier price, depending on the company. This duty entered into force on the day following the publication of the regulation in the Official Journal of the European Union (L 322), i.e. on December 3, 2008.

On November 29, 2013, the European Commission announced the initiation of a sunset review of the anti-dumping duty imposed by Council Regulation (EC) No. 1187/2008 dated 27.11.2008 on imports of monosodium glutamate originating in China (Notice No 2013/C 349/05). The application for the review was lodged on September 2, 2013 by Ajinomoto Foods Europe SAS, the sole EU producer of the subject good.

On January 21, 2015, the European authorities decided upon the continuation of the definitive anti-dumping duty imposed on imports of monosodium glutamate originating in China (Commission Implementing Regulation (EU) No 2015/83, 21.01.2015). The rate of the duty is not modified, i.e. ranges from 33.8% to 39.7% of the net free-at-Union-frontier price, depending on the company. This extension entered into force on the day of the publication of the resolution in the Official Journal of the European Union (L 15), i.e. on January 23, 2015.

On 21 January 2020, the European Commission initiated a sunset review of the antidumping duty imposed on imports of monosodium glutamate from China. The investigation follows the application lodged on 21 October 2019 by Ajinomoto Foods Europe S.A.S. A sunset review is additionally initiated on the same good from Indonesia, see related state act.

Anti-circumvention

On 20 February 2020, the European Commission initiated an anti-circumvention investigation on imports of certain slightly modified monosodium glutamate from China falling under HS code subheadings ex 2103.90.90, ex 2104.10.00, ex 2104.20.00, ex 3824.99.92, ex 3824.99.93 and ex 3824.99.96. This investigation follows suspicion that the definitive antidumping duty imposed by Implementing Regulation (EU) 2015/83 on imports of monosodium glutamate from China, see related intervention, might be circumvented.
