Anti-dumping

On October 7, 2009, the European Commission announced the initiation of a sunset review of the anti-dumping duty imposed on imports of synthetic fibre ropes from India (Notice No 2009/C 240/06).
This follows the request lodged on May 4, 2009 by Eurocord on behalf of producers representing more than 50% of the EU production of the subject goods.
The products subject to investigation are classified under the following HS codes: 5607.4911, 5607.4919 and 5607.5011. The exact definition of those goods is as follows: twine, cordage, ropes and cables, whether or not plaited or braided and whether or not impregnated, coated, covered or sheathed with rubber or plastics, of polyethylene or polypropylene, other than binder and baler twine, measuring more than 50 000 decitex (5 g/m), as well as of other synthetic fibres of nylon or other polyamides or of polyesters, measuring more than 50 000 decitex (5 g/m).

On December 20, 2010, the European authorities decided upon the continuation of the anti-dumping duty imposed on imports of synthetic fibre ropes originating in India (Council Implementing Regulation (EU) No 1242/2010). The rate of the duty is 82.0% of the net free-at-Union-frontier price, at the exception of the company Garware Wall Ropes Ltd whose exports are subject to a duty of 53.0%. The duty entered into force on the day following the publication of the regulation in the Official Journal of the European Union (L 338), that is on December 23, 2010.

The original anti-dumping duty was imposed by Council Regulation (EC) No 1312/98 dated June 24, 1998 and published in the Official Journal of the European Communities (L 183) on June 26, 1998. It was then extended a first time by Council Regulation (EC) No 1736/2004 dated October 4, 2004 and published in the Official Journal of the European Union (L 311) on October 8, 2004.
