Anti-dumping

On November 13, 2010, the European Commission announced the initiation of a sunset review of the anti-dumping duty imposed on imports of steel ropes and cables with a maximum cross-sectional dimension exceeding 3 mm (including locked coil ropes, excluding ropes and cables of stainless steel) from China, South Africa and Ukraine (Notice No 2010/C 309/05).
This follows the request lodged on July 29, 2010 by the Liaison Committee of EU Wire Rope Industries on behalf of producers representing more than 25% of the EU production of the subject goods.
The products subject to investigation are classified under the following HS codes: ex 7312.1081, ex 7312.1083, ex 7312.1085, ex 7312.1089 and ex 7312.1098.
On January 27, 2012, the European authorities decided upon the continuation of the anti-dumping duty imposed on imports of steel ropes and cables originating in China and Ukraine (Council Implementing Regulation (EU) No 102/2012). The rate of the duty imposed on imports originating in China is 60.4% of the CIF net free-at-Union-frontier price. The rate of the duty imposed on imports originating in Ukraine is 51.8% of the CIF net free-at-Union-frontier price. The duty entered into force on the day following the publication of the regulation in the Official Journal of the European Union, i.e. on February 10, 2012. The duty imposed on imports originating in South Africa was not extended.
The original anti-dumping duty was imposed by Council Regulation (EC) No 1796/1999 dated August 12, 1999 and published in the Official Journal of the European Communities on August 17, 1999. It was extended a first time by Council Regulation (EC) No 1858/2005 dated November 8, 2005 and published in the Official Journal of the European Union on November 16, 2005.
On November 18, 2014, the European Commission announced the initiation of a partial interim review of the anti-dumping measure imposed by Council Implementing Regulation (EU) No 102/2012 dated January 27, 2012 (Notice No 2014/C 410/08).
This follows the request lodged by PJSC 'PA' 'Stalkanat-Silur', an exporting producer from Ukraine, arguing that the circumstances on the basis of which the existing measures were imposed have changed and that these changes are of a lasting nature. The partial interim review is limited in scope to the examination of dumping as far as the applicant is concerned.
On 28 January 2016, based on the above mentioned partial interim review, the European Commission imposed a separate definitive anti-dumping duty of 10.5% on imports of steel ropes and cables originating from the Ukrainian PJSC 'PA' 'Stalkanat-Silur' (Notice No. 2016/90). All other companies from Ukraine remain subject to the original duty of 51.8%.
 
On 8 February 2017, the European Commission initiated a sunset review on imports of the subject good from China. This follows the request lodged on 7 November 2016 by the Liaison Committee of E.U. Wire Rope Industries (EWRIS). Since the anti-dumping measure imposed on imports of steel ropes and cables from China was extended to imports of the same products originating in Morocco and the Republic of Korea, the sunset review and its conclusion will hold for this country as well.

On 21 April 2018, the European Commission extended the definitive anti-dumping duty on imports of subject good from China following the conclusion of a sunset review. The rate of duty is 60.4% of the net free-at-Union-frontier price before duty. The definitive duty imposed on imports from Ukraine was terminated on 10 February 2017 as no application had been submitted for the continuance of duties. Additionally, duties were terminated or extended on imports of the subject good from the Republic of Korea, Moldova and Morocco, see related interventions.

Anti-circumvention

On January 27, 2012, the European authorities decided upon the continuation of the anti-dumping duty imposed on imports of steel ropes and cables with a maximum cross-sectional dimension exceeding 3 mm (including locked coil ropes, excluding ropes and cables of stainless steel) originating in China and Ukraine (Council Implementing Regulation (EU) No 102/2012) (see related intervention).
The products subject to the duty are classified under the following HS codes: ex 7312.1081, ex 7312.1083, ex 7312.1085, ex 7312.1089 and ex 7312.1098.
The rate of the duty imposed on imports originating in China is 60.4% of the CIF net free-at-Union-frontier price. This anti-dumping measure continues to be extended to imports originating in Morocco, at the same rate, at the exception of the company Remer Maroc SARL, whose exports are not subject to the payment of the duty. The duty entered into force on the day following the publication of the regulation in the Official Journal of the European Union, i.e. on February 10, 2012.
This extension of the duty follows the application lodged on July 29, 2010 by the Liaison Committee of EU Wire Rope Industries on behalf of producers representing more than 25% of the EU production of the subject goods.

On November 13, 2010, the European Commission announced the initiation of a sunset review (Notice No 2010/C 309/05). The anti-dumping duty imposed on imports of steel ropes and cables from China was extended to imports originating in Morocco for the first time on October 25, 2004 by Council Regulation (EC) No 1886/2004. This regulation entered into force on the day following its publication in the Official Journal of the European Union (L 328), i.e. on October 31, 2004.
It followed the request lodged on January 5, 2004 by the Liaison Committee of the European Federation of Steel Wire Rope Industries (EWRIS) to investigate the alleged circumvention of the anti-dumping measure imposed by Council Regulation (EC) No 1796/1999 dated August 12, 1999 on imports of steel ropes and cables originating in China. The investigation was initiated by Commission Regulation (EC) 275/2004 dated February 17, 2004 and published in the Official Journal of the European Union (L 047) on February 18, 2004.
 
On 8 February 2017, the European Commission initiated a sunset review on imports of the subject good from China, see related intervention. This follows the request lodged on 7 November 2016 by the Liaison Committee of E.U. Wire Rope Industries (EWRIS). Anti-circumvention

On August 11, 2009, the European. Commission decided to initiate an anti-circumvention investigation on imports of steel ropes and cables with a maximum cross-sectional dimension exceeding 3 mm (including locked coil ropes, excluding ropes and cables of stainless steel) from Malaysia and South Korea (Commission Regulation (EC) No 734/2009).
This investigation follows suspicion that the definitive anti-dumping duty imposed by Council Regulation (EC) No 1858/2005 dated November 8, 2005 on imports of the same products originating in China might be circumvented (see measure 7936).
The products subject to investigation are classified under the following HS codes: ex 7312.1081, ex 7312.1083, ex 7312.1085, ex 7312.1089 and ex 7312.1098.
The complaint was lodged on June 29, 2009 by the Liaison Committee of EU Wire Rope Industries (EWRIS) on behalf of the EU producers of steel ropes and cables.
Commission Regulation (EC) No 734/2009 also makes imports of steel ropes and cables originating in Malaysia and South Korea subject to registration for a period of nine months. Commission Regulation (EC) No 734/2009 was published in the Official Journal of the European Union (L 208) on August 12, 2009 and entered into force on August 13, 2009.
On April 26, 2010, the European. Commission decided to extend the duty imposed by Council Regulation (EC) No 1858/2005 dated November 8, 2005 on imports of steel ropes and cables originating in China to imports of the same products originating in South Korea (Implementing Regulation of the Council (EU) No 400/2010). The rate of the duty is 60.4% of the CIF net free-at-Union-frontier price. Some Korean companies are exempted from the payment of this duty; see the table in Article 1 of Implementing Regulation of the Council (EU) No 400/2010. This definitive duty entered into force on the day following the publication of the regulation in the Official Journal of the European Union (L 117), i.e. on May 12, 2010.

The rate of the duty imposed on imports originating in China is 60.4% of the CIF net free-at-Union-frontier price. This anti-dumping measure continues to be extended to imports originating in South Korea, at the same rate. Some Korean companies remain exempted from the payment of this duty; see the table in Article 1.4 of Council Implementing Regulation (EU) No 102/2012. The duty entered into force on the day following the publication of the regulation in the Official Journal of the European Union, i.e. on February 10, 2012.
On November 25th, 2015, the European. Commission announced the initiation of a review of the anti-dumping duty imposed on imports of steel ropes and cables from South Korea as far as the South Korean company Daechang Steel Co. Ltd. is concerned (Commission Implementing Regulation (EU) No 2015/2179, 25.11.2015).
This follows the request lodged on September 7th, 2015 by Daechang Steel Co. Ltd., a South Korean exporter of the subject goods. This review should determine the possibility of granting an exemption from the anti-dumping measure to the company Daechang Steel Co. Ltd.
Commission Implementing Regulation (EU) No 2015/2179 repealed the anti-dumping duty with regard to imports from Daechang Steel Co. Ltd. and made those imports subject to registration.
Commission Implementing Regulation (EU) No 2015/2179 entered into force on the day following its publication in the Official Journal of the European Union (L 309), i.e. on November 27th, 2015.

On 20 July 2016, the European. Commission concluded the above review and amended the list of companies exempted from the above measure.
 
On 8 February 2017, the European. Commission initiated a sunset review on imports of the subject good from China. This follows the request lodged on 7 November 2016 by the Liaison Committee of E.U. Wire Rope Industries (EWRIS). Since the anti-dumping measure imposed on imports of steel ropes and cables from China was extended to imports of the same products originating in the Republic of Korea, the sunset review and its conclusion will hold for this country as well.

Anti-circumvention

On January 27, 2012, the European authorities decided upon the continuation of the anti-dumping duty imposed on imports of steel ropes and cables with a maximum cross-sectional dimension exceeding 3 mm (including locked coil ropes, excluding ropes and cables of stainless steel) originating in China and Ukraine (Council Implementing Regulation (EU) No 102/2012) (see related intervention).
The products subject to the duty are classified under the following HS codes: ex 7312.1081, ex 7312.1083, ex 7312.1085, ex 7312.1089 and ex 7312.1098.
The rate of the duty imposed on imports originating in Ukraine is 51.8% of the CIF net free-at-Union-frontier price. This anti-dumping measure continues to be extended to imports originating in Moldova, at the same rate. The duty entered into force on the day following the publication of the regulation in the Official Journal of the European Union, i.e. on February 10, 2012.
This extension of the duty follows the application lodged on July 29, 2010 by the Liaison Committee of EU Wire Rope Industries on behalf of producers representing more than 25% of the EU production of the subject goods.

On November 13, 2010, the European Commission announced the initiation of a sunset review (Notice No 2010/C 309/05). The anti-dumping duty imposed on imports of steel ropes and cables from Ukraine was extended to imports originating in Moldova for the first time on April 22, 2004 by Council Regulation (EC) No 760/2004. This regulation entered into force on the day following its publication in the Official Journal of the European Union (L 120), i.e. on April 25, 2004.
It followed the request lodged on June 16, 2003 by the Liaison Committee of the European Federation of Steel Wire Rope Industries (EWRIS) to investigate the alleged circumvention of the anti-dumping measure imposed by Council Regulation (EC) No 1796/1999 dated August 12, 1999 on imports of steel ropes and cables originating in Ukraine. The investigation was initiated by Commission Regulation (EC) 1347/2003 dated July 29, 2003 and published in the Official Journal of the European Union (L 190) on July 30, 2003.
 
On 10 February 2017, the duty was terminated as no application was submitted for the continuation of duties.
