Export ban

According to consistent press reports, on 5 April 2013 the Mines Minster Martin Kabwelulu signed an order that bans exports of unrefined copper and cobalt concentrates in order to push miners to add more value into these goods before exporting them. The ban is reported to enter into force 90 days after its signature (see, e.g., source 2 and 3).
