Labour market access

Effective 1 January 2015, Federal Law N 357-FZ changes the rules of labour migration in the Russian Federation. Foreign labour quotas are cancelled. In order for a foreign worker to be able to work in the country, s/he will need to buy a patent.
 
Federal Law Nr. 357-FZ defines the patent as "a document confirming '...' the right of a foreign citizen who has arrived into the Russian Federation in a manner not requiring a visa '...' to temporary employment on the territory of the Russian Federation".
 
Rossiyskaya Gazeta (an official newspaper of the Russian Government), federal issue 6542 of 27 November 2014 states that the legal amendment has the aim to increase the transparency and to simplify the hiring process of non-residents.
