On 20 April 2009, the Ministry of Commerce (MOFCOM) and the Ministry of Science and Technology (MOST) issued amendments to the Measure of the Management of Technologies Prohibited or Limited for Exportation. (MOF, MOST Order '2009' No.2) The amended measure is simplified by deleting several examination criteria previously required to obtain an export permission.
 
First, the new regulation no longer demands that the laboratory technologies be developed domestically and exported only after they have been successfully produced.
Furthermore, the regulation no longer requires national interest and intellectual property considerations for the export of immature products. Prior the change, products that could not be produced domestically could only be exported when there was no negative effect on the national interest and the relevant protection of the intellectual property rights had been be duly obtained.
