Anti-dumping

On June 26, 2014, the European Commission announced the initiation of an anti-dumping investigation on imports of stainless steel cold-rolled flat products from China and Chinese Taipei (Notice No 2014/C 196/07).
The products subject to investigation are classified under the following HS codes: 7219.3100, 7219.3210, 7219.3290, 7219.3310, 7219.3390, 7219.3410, 7219.3490, 7219.3510, 7219.3590, 7220.2021, 7220.2029, 7220.2041, 7220.2049, 7220.2081 and 7220.2089.
The complaint was lodged on May 13, 2014 by EUROFER (the European Steel Association) on behalf of producers representing more than 25% of the EU production of the subject goods.
 
On December 15, 2014, the European Commission decided to make imports of stainless steel cold-rolled flat products originating in China and Chinese Taipei subject to registration (Commission Implementing Regulation (EU) No 1331/2014). This decision entered into force on the day following the publication of the regulation in the Official Journal of the European Union (L 359), i.e. on December 17, 2014 and shall expire after nine months.
 
On March 24, 2015, the European Commission decided to impose a provisional anti-dumping duty on imports of stainless steel cold-rolled flat products originating in China and Chinese Taipei (Commission Implementing Regulation (EU) No 2015/501). The rate of the duty imposed on imports originating in China ranges from 24.3% to 25.2% of the net free-at-Union-frontier price, depending on the company. The rate of the duty imposed on imports originating in Chinese Taipei ranges from 10.9% to 12.0% of the net free-at-Union-frontier price, depending on the company.
This provisional duty entered into force on the day following the publication of the resolution in the Official Journal of the European Union (L 79), i.e. on March 26, 2015, and will apply for a period of six months.
 
On August 26th, 2015, the European Commission decided to impose a definitive anti-dumping duty on imports of stainless steel cold-rolled flat products originating in China and Chinese Taipei (Council Implementing Regulation (EU) No. 2015/1429, 26.08.2015).
The rate of the duty imposed on imports originating in China ranges from 24.4% to 25.3% of the net free-at-Union-frontier price, depending on the company. The rate of the duty imposed on imports originating in Chinese Taipei is 6.8% of the net free-at-Union-frontier price, at the exception of the company Chia Far Industrial Factory Co., Ltd, Taipei City which is not subject to this measure.
This definitive duty entered into force on the day following the publication of the resolution in the Official Journal of the European Union, i.e. on August 28th, 2015.
