On 17 September 2013, the Indonesian Ministry of Trade announced regulation 50/M-DAG/PER/9/2013 concerning export provisions on natural vegetation and wildlife that is not protected and listed under CITES.
Under the new regulation, the exporters have to obtain an 6-month export approval (SPE-TASL) from the Ministry of Trade and to submit each month online an export report.
The regulation changes the existing process in the sense that the exporter no longer needs to be a Registered Exporter (Eksportir Terdaftar) by the Trade Ministry and does not need to submit a Letter of Credit 'or other payment method common in international trade as an agreement between the seller and the buyer' (art. 3 of 558/MPP/Kep/12/1998). Instead, he needs to obtain a recommendation from the Forestry Ministry (art. 4(1) let. d of 50/M-DAG/PER/9/2013).
Also, the new regulation does not mention any export reference pricing, as previously stipulated by art. 4 of regulation 558/MPP/Kep/12/1998.
The regulation came into force two months after its issuance, i.e. on 17 November 2013, and revoked previous regulation 558/MPP/Kep/12/1998 amended by 01/M-DAG/PER/1/2007.
