On June 20, 2014, the Indonesian Safeguards Committee initiated a safeguard investigation on imports of paper and paperboard, coated on one or both sides with kaolin (China clay) or other inorganic substances, with or without a binder, and with no other coating, whether or not surface-coloured, surface-decorated or printed, in rolls or rectangular (including square) sheets, of any size, of a kind used for writing, printing or other graphic purposes, not containing fibres obtained by a mechanical or chemi-mechanical process or of which not more than 10% by weight of the total fibre content consists of such fibres. Banknotes paper is excluded from the product scope.
The products subject to investigation are classified under the following HS codes: 4810.1311, 4810.1319, 4810.1391, 4810.1399, 4810.1411, 4810.1419, 4810.1491, 4810.1499, 4810.1911, 4810.1919, 4810.1991 and 4810.1999.
This follows the application lodged by PT. Pabrik Kertas Tjiwi Kimia Tbk. and PT. Pindo Deli Pulp and Paper Mills.
According to the UN Comtrade Database, in 2013 the following countries exported goods classified under HS code subheadings 4810.13, 4810.14 and 4810.19 to Indonesia with a trade value over USD 1 million: France, China, Japan, South Korea, Sweden, United Kingdom, Finland, Italy, United States of America, Germany, Russia, Hong Kong and Malaysia.
On June 9th, 2015, the Indonesian authorities notified to the WTO their proposal for a definitive safeguard duty on imports of coated paper and paperboard. The rate of the duty would be 9% during the first year, 8% during the second year and 7% during the third and last year. Up to July 22nd, 2015, no notification effectively imposing this measure was published.
On 1 September 2015, the Indonesian authorities issued Regulation No. 165 / PMK.010 / 2015 imposing the above safeguard measure.
