Safeguard

On August 28, 2014, the Ecuadorean Committee on Foreign Trade initiated a safeguard investigation on imports of wood and bamboo flooring and accessories thereof.
The products subject to investigation are classified under the following HS codes: 4409.1010, 4409.1020, 4409.1090, 4409.2100, 4409.2910, 4409.2920 and 4409.2990.
This follows the application lodged by the domestic industry.
According to the UN Comtrade Database, in 2013 the following country exported goods classified under HS code subheadings 4409.10, 4409.21 and 4409.29 to Ecuador with a trade value over USD 1 million: China.
 
On November 4th, 2014, the Ecuadorean Committee on Foreign Trade imposed a provisional safeguard duty on imports of wood and bamboo flooring and accessories thereof. The amount of the duty is USD 1.50 per kilogram. This duty is effective for a period of 200 days.
 
On May 22nd, 2015, the Ecuadorean Committee on Foreign Trade decided to impose a definitive safeguard duty on imports of wood and bamboo flooring and accessories thereof. This duty shall remain in force during three years (starting from the date of implementation of the provisional duty, i.e. November 4th, 2014). The amount of the duty is USD 1.50 per kilogram during the first year, USD 1.12 per kilogram during the second year and USD 0.75 per kilogram during the third year.
