In July 2009, the government of Mexico initiated a sunset review and extended the duty in June 2010. In June 2014, a sunset review was again initiated and the duty was extended in June 2015. In June 2019, a sunset review was initiated.

Anti-dumping

On June 29, 2009, the Mexican Ministry of Economy decided to initiate a second sunset review of the anti-dumping duty imposed on imports of cold-rolled steel sheets from Bulgaria, Russia and Kazakhstan.
The products subject to investigation are classified under the following HS codes: 7209.1601 and 7209.1701.
This review follows the application lodged on May 25, 2009 by Altos Hornos de México S.A.B. de C.V. The investigation started on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on July 3, 2009.
 
On December 16, 2010, the Mexican authorities terminated the review and decided upon the continuation of the anti-dumping measure imposed on imports of cold-rolled steel sheets from Russia and Kazakhstan. They decided not to extend the measure with regard to imports originating in Bulgaria. The rate of the duty imposed on imports originating in Russia is 15%. The rate of the duty imposed on imports originating in Kazakhstan is 22%. This duty entered into force on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on December 29, 2010. It shall be enforced for a period of five years, starting from June 30, 2009.
 
The original anti-dumping duty entered into force on June 30, 1999 and a first decision to extend it for five more years was already taken on November 30, 2005.
 
On June 13, 2014, the Mexican Ministry of Economy decided to initiate a third sunset review of the anti-dumping duty imposed on imports of cold-rolled steel sheets from Russia and Kazakhstan.
This review follows the applications lodged on May 23 and 26, 2014 by Ternium México, S.A. de C.V. and Altos Hornos de México, S.A.B. de C.V. respectively. The investigation started on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on June 26, 2014.
The existing anti-dumping measure remains in force during the review.
 
On June 16th, 2015, the Mexican authorities terminated the sunset review and decided upon the continuation of the anti-dumping measure imposed on imports of cold-rolled steel sheets from Russia and Kazakhstan. The rate of the duty imposed on imports originating in Russia remains 15%. The rate of the duty imposed on imports originating in Kazakhstan remains 22%. This measure shall be enforced for a period of five years, starting from June 30th, 2014. The resolution was published in the Official Journal of the Federation on July 1st, 2015.

On 20 June 2019, the Mexican authorities initiated a sunset review of the definitive antidumping duty imposed on imports of the subject good from Kazakhstan and Russia. This follows the applications lodged on 23 and 24 May 2018 respectively by Ternium México, S.A. de C.V. and Altos Hornos de México, S.A.B. de C.V. The definitive antidumping duty will remain in force for the duration of the review. The review commenced on the day following the publication of the resolution in the Official Journal of the Federation i.e. 21 May 2019.
