Anti-dumping

On June 7, 2013, the Ministry of Commerce of the People's Republic of China decided to initiate a sunset review of the anti-dumping duty imposed on imports of acetone (dimethyl ketone) from Chinese Taipei, Japan, Singapore and South Korea (MOFCOM Announcement No. 35 of 2013, 07.06.2013). The products subject to investigation are classified under the following HS code: 2914.1100. This follows the application lodged on April 3, 2013 by Sinopec Beijing Yanshan Company and Sinopec Shanghai Gaoqiao Company on behalf of the domestic PVC industry.

On June 6, 2014, the Ministry of Commerce of the People's Republic of China decided upon the continuation of the anti-dumping duty on imports of acetone (dimethyl ketone) originating in Chinese Taipei, Japan, Singapore and South Korea (MOFCOM Announcement No. 40 of 2014, 06.06.2014). This duty entered into force on June 8, 2014 and is applicable for a period of five years.

On 8 June 2019, the Ministry of Commerce of the People's Republic of China initiated a sunset review of the antidumping duty imposed on imports of the subject good from Chinese Taipei, Japan, Singapore and the Republic of Korea. This follows the application lodged on 29 March 2019 by a number of Chinese companies including Changchun Chemical (Jiangsu) Co., Ltd, Shanghai Sinopec Mitsui Chemicals, Co., Ltd and China Blue Star Harbin Petrochemical Co., Ltd. The definitive duty will remain in force for the duration of the review. The announcement initiating the sunset review was issued on 6 June 2019.

On 5 June 2020, the Ministry of Commerce of the People's Republic of China issued a notice extending the definitive duty imposed on imports of acetone from Chinese Taipei, Japan, Singapore and the Republic of Korea following the conclusion of the sunset review. The rate of duty on imports from Japan is 7.2% and 51.6% depending on the company. The rate of duty on imports from Singapore is  6.7% or 51.6% depending on the company. The rate of duty on imports from the Republic of Korea is between 4.3% and 51.6% depending on the company. The rate of duty on imports from Chinese Taipei is between 6.2% and 51.6% depending on the company. The duty is extended from 8 June 2020 for a period of years.
