Anti-dumping

On August 8, 2014, the Ministry of Commerce of the People's Republic of China decided to initiate an anti-dumping investigation on imports of methyl methacrylate from Japan, Singapore and Thailand (MOFCOM Announcement No. 53 of 2014, 08.08.2014).
The product subject to investigation is classified under the following HS code: 2916.1400.
The complaint was lodged on June 18, 2014 by PetroChina Jilin Petrochemical Company and Heilongjiang Zhongmeng Longxin Chemical Co., Ltd. on behalf of the domestic industry.

On July 24th, 2015, the Ministry of Commerce of the People's Republic of China decided to impose a provisional anti-dumping duty on imports of methyl methacrylate from Japan, Singapore and Thailand (MOFCOM Announcement No. 29 of 2015, 24.07.2015).
The rate of the duty imposed on imports originating in Singapore is 6.8%, at the exception of the company Sumitomo Chemical Singapore Pte Ltd. whose exports are subject to a duty of 14.5%. The rate of the duty imposed on imports originating in Thailand is 15.2%, at the exception of the company PTT Asahi Chemical Company Limited whose exports are subject to a duty of 10.7%. The rate of the duty imposed on imports originating in Japan is 14.4%, at the exception of the following companies whose exports are subject to a special rate: Asahi Kasei Chemicals Corporation (12.2%), Sumitomo Chemical Company Limited (13.3%), Kuraray Co., Ltd. (34.6%), Mitsubishi Gas Chemical Co., Inc. (34.6%) and Mitsui Chemicals, Inc. (34.6%).
This provisional measure entered into force on August 1st, 2015.

On July 24th, 2015, the Ministry of Commerce of the People's Republic of China also decided to extend for up to four months, i.e. until December 8th, 2015, the investigation period to determine the existence of dumping in exports of the above-mentioned products from Japan, Singapore and Thailand (MOFCOM Announcement No. 27 of 2015, 24.07.2015).
 
On 1 December 2015, the Ministry of Commerce of the People's Republic of China imposed a definitive anti-dumping duty on imports of the above-mentioned goods originating in Japan, Thailand and Singapore (Announcement No. 60 of 2015). The rate of duty for imports from Singapore is 6.7% or 14.5% depending on the company. The rate of duty for imports from Thailand is 11.1%, 15.2% or 18.4% depending on the company. The rate of duty for imports from Japan is between 12.3% and 34.6% depending on the company. The measure is in force from 1 December 2015 for a period of 5 years.
