In June 2014, the government of Mexico initiated an antidumping investigation on imports of certain steel products from China, France and Germany. In December 2015, a definitive duty was imposed. In December 2020, a sunset review was initiated and the definitive duty was extended for a new period in April 2022.

Anti-dumping

On September 12, 2014, the Mexican Ministry of Economy decided to initiate an antidumping investigation on imports of flat products of iron or carbon steel or hot-rolled alloys, not pickled, plated or coated, from China, France and Germany. Those products are known as hot-rolled steel rolls and coils, hot-rolled coils, hot-rolled coil plate, hot-rolled steel, coil sheet or hot-rolled band.
The products subject to investigation are classified under the following HS codes: 7208.3601, 7208.3701, 7208.3801, 7208.3901, 7225.3002, 7225.3003 and 7225.3099.
The complaint was lodged on June 25, 2014 by Altos Hornos de México S.A.B. de C.V. and Ternium México S.A. de C.V.
The investigation started on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on September 27, 2014.

On May 22nd, 2015, the Mexican authorities decided to impose a provisional anti-dumping duty on imports of the above-mentioned goods from China, France and Germany.
The rate of the duty imposed on imports originating in Germany is 36.08%, at the exception of the company ArcelorMittal Bremen GmbH whose exports are subject to a duty of 25.43%. The rate of the duty imposed on imports originating in China is 78.96%, at the exception of the company Tangshan Iron and Steel Group, Co. Ltd. whose exports are subject to a duty of 72.16%. The rate of the duty imposed on imports originating in France is 14.12%, at the exception of the company ArcelorMittal Mediterranée, S.A.S. whose exports are subject to a duty of 12.42%. This provisional anti-dumping duty entered into force on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on June 10th, 2015.

On 23 December 2015, the Mexican authorities decided to impose a definitive anti-dumping duty on imports of above-mentioned goods from China, France and Germany. The rate of this definitive duty of imports originating in Germany is USD 137 per metric ton for ArcelorMittal Bremen and USD 166.01 per tonne for other exporting companies. The rate of this definitive duty of imports originating in China is USD 335.60 per tonne for Tangshan and USD 354.92 per tonne for other exporting companies. The rate of this definitive duty of imports originating in France is USD 67.54 per tonne forArcelorMittal Mediterranée and USD 75.59 per tonne for other exporting companies.

On 17 December 2020, the Mexican authorities announced the initiation of a sunset review of the definitive duty imposed on imports of the subject good from China, France and Germany.

On 19 April 2022, the Mexican authorities issued a notice extending the definitive duty imposed on imports of flat products of iron or carbon steel or hot-rolled alloys, not pickled, plated or coated, from China, France and Germany following the conclusion of the sunset review. The rate of duty is maintained for a period of five years starting from 23 July 2020.
