Anti-dumping

On May 9, 2014, the Indian Directorate General of anti-dumping & allied duties, Ministry of Commerce, initiated an anti-dumping investigation on imports of phthalic anhydride (an anhydride of phthalic acid, a colourless solid, variously referred as phthalic anhydride flakes, phthalic anhydride (98% min.), phthalic acid anhydrous, phthalic anhydride (99.8% min), etc...) from Japan and Russia.
The product subject to investigation is classified under the following HS code: 2917.3500.
This follows the application lodged by M/s IG Petrochemicals Limited and M/s Thirumalai Chemicals Ltd., domestic producers of the investigated good whose production represents 87% of total domestic production of that good during the period of investigation.

On April 13th, 2015, the Indian authorities extended the time for completing the investigation up to November 8th, 2015.
 
On 3 November 2015, the Indian Directorate General of anti-dumping & allied duties, Ministry of Commerce, issued its final findings and recommended the imposition of a definitive anti-dumping duty on imports of the subject goods originating in Japan and Russia.
On 4 December 2015, the Indian Ministry of Finance issued the Customs Notification imposing this definitive anti-dumping duty (Notification No. 56/2015-Customs (ADD), 04.12.2015). The amount of the duty imposed on imports originating in or exported from Japan is USD 126.17 per metric ton. The amount of the duty imposed on imports originating in or exported from Russia is USD 159.43 per metric ton. This definitive duty is effective for a period of five years.
