Anti-dumping

On August 22, 2014, the International Trade Administration Commission of South Africa initiated an anti-dumping investigation on imports of Portland cement from Pakistan (Notice No. 675 of 2014, 22.08.2014).
The products subject to investigation are classified under the following HS code subheading: 2523.29.
This investigation follows a request lodged by Afrisam Limited, Lafarge Industries South Africa Limited, NPC Cimpor Limited and PPC Limited. The dumping is suspected to have occurred between January 1, 2013 and December 31, 2013.

On April 29th, 2015, the International Trade Administration Commission (ITAC) of South Africa issued its preliminary findings and recommended the imposition of a provisional anti-dumping measure on imports of Portland cement originating in Pakistan for a duration of six months. The rate of the recommended duty would range from 14.29% to 77.15%, depending on the producing company.

On May 15th, 2015, the South African Revenu Service issued the notification imposing this provisional anti-dumping duty. This duty is effective up to November 13th, 2015.
 
On 24 November 2015, the International Trade Administration Commission (ITAC) of South Africa issued its final findings and recommended the imposition of an anti-dumping measure on imports of Portland cement from Pakistan. The recommended duty ranges between 14.29% and 77.15% depending on the manufacturer.

On 18 December 2015, the South African Revenue Service issued the notification imposing this definitive anti-dumping duty.
