On 17 June 2010, the General Administration of Customs and the Ministry of Commerce issued the "Notice on Extensively Promoting the Implementation of Custom Bonded Supervision Mode over Goods Imported for International Service Outsourcing Business" (Zongshugonggao '2010' No.39).
 
To implement the Reply of the General Office of the State Council on "Encouraging the Accelerated Development of the Service Outsourcing Industry" (No. 69 '2010' of the General Office of the State Council) and support the development of the international service outsourcing enterprises, the General Administration of Customs and the Ministry of Commerce have decided to fully implement the bonded customs supervision scheme in 21 service outsourcing demonstration cities as of 1 July 2010. 
 
The cities added include: Beijing, Tianjin, Chongqing, Guangzhou, Wuhan, Chengdu, Jinan, Hangzhou, Hefei, Nanchang, and Xiamen.
