Since 2011, the US government has repeatedly renewed the anti-dumping duties first imposed in the late 1980s.
On July 20, 2016 the U.S. International Trade Commission determined that revoking the existing anti-dumping duty orders on carbon steel butt-weld pipe fittings from Brazil, China, Japan, Taiwan, and Thailand would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time. As a result of this determination the orders will be renewed.
In a Federal Register notice published on April 15, 2011 the U.S. Department of Commerce renewed the existing anti-dumping order against imports of carbon steel butt-weld pipe fittings from five countries. The order on Japan dates from February 10, 1987; the orders on Brazil and Taiwan date from December 17, 1986; and on China and Thailand from July 6, 1992. The renewed order thus exceed the five-year 'sunset' standard that generally applies to trade-remedy measures under WTO agreements (i.e., article 21.3 of the Agreement on Subsidies and Countervailing Measures and article 11.3 of the Anti-dumping Agreement).
