Anti-dumping

On July 1, 2010, the Indian authorities initiated a sunset review of the anti-dumping duty imposed on imports of 1-Phenyl-3-Methyl-5-Pyrazolone (an organic chemical used in dye and pharmaceutical industry) from China. The product subject to investigation is classified under the following HS code: 2933.1920.

On June 29, 2011, the Indian authorities issued their final findings of the sunset review. They recommended the continuation of the existing anti-dumping measure.

On August 24, 2011, the Indian authorities issued the notification of extension of the anti-dumping duty imposed on imports of 1-Phenyl-3-Methyl-5-Pyrazolone from China (Notification No. 80/2011-Customs, 24.08.2011). The goods subject to the duty are classified under the following HS codes: 2933.19, 2916.34, 2917.39, 2924.29, 2933.11, 2933.59, 2942.00 and 9802.00. The amount of the duty is USD 0.52 per kilogram. This duty is effective for a period of five years.

The original anti-dumping duty was decided on November 16, 2005 and imposed by Notification No. 01/2006-Customs on January 10, 2006.

On 11 August 2016, the Indian authorities initiated a sunset review of the above-mentioned anti-dumping duty imposed on imports of 1-Phenyl-3-Methyl-5-Pyrazolone (an organic chemical used in dye and pharmaceutical industry) from China. This follows the application lodged by Prima Chemicals and Polygon Chemicals. Notably the two petitioners merged on 1 April 2016. The product subject to investigation is classified under the following HS code: 2933.19.20.

On 19 August 2016, in connection with the above sunset review the Indian Ministry of Finance issued the Customs Notification extending the definitive anti-dumping duty on imports of the subject good originating in or exported from China for one year i.e. until 23 August 2017 (Notification No. 47/2016-Customs (ADD), 19.08.2016).
