In November 2008, the government of Colombia announced a change for the labour market access of foreign workers.

Labour market access

On 5 November 2008, the Colombian government passed Resolution 5707/2008 granting visa-free entry to citizens of 87 countries. The affected jurisdictions are exempted from restrictions on tourist, academic and temporary visas.

The affected countries are the following: Germany, Andorra, Antigua and Barbuda, Argentina, Australia, Austria, Bahamas, Barbados, Belgium, Belice, Bolivia, Brasil, Brunei, Buthan, Canada, Czech Republic, Chile, Cyprus, Republic of Corea, Costa Rica, Croatia, Denmark, Dominica, Ecuador, El Salvador, United Arab Emirates, Slovakia, Slovenia, Spain, United States of America, Estonia, Fiji, Philipines, Finland, France, Granada, Grece, Guatemala, Guyana, Honduras, Hungary, Indonesia, Ireland, Iceland, Marshall Islands, Solomon Islands, Israel, Italy, Jamaica, Japan, Latvia, Liechtenstein, Lithuania, Luxemburg, Malaysia, Malta, Mexico, Micronesia, Monaco, Norway, New Zealand, Netherlands, Palau, Panama, Papua New Guinea, Paraguay, Peru, Poland, Portugal, Great Britain, Dominican Republic, Romania, Saint Kitts and Nevis, Samoa, San Marino, St. Lucia, Vatican, San Vicente and the Grenadines, Singapore, South Africa, Sweden, Switzerland, Suriname, Trinidad and Tobago, Turkey, Uruguay and Venezuela.
 

Update
On 4 March 2009, the government extended this visa-free entry to Russian citizens (please, see related state acts).

On 24 July 2013, the government adopted Resolution 4505/2013 revoking Resolution 5707/2008 and introducing a new list of countries exempted from the visa requirements. Nonetheless, the new list does not differ from the lists introduced in 2008 and 2009.

On 29 October 2013, a new list was introduced extending from 88 to 92 the total amount of countries exempted from the requirements to apply to a tourist, academic or temporary visa (please, see related state acts).

On 3 February 2015, Resolution 572/215 consolidated the list of countries that enjoy the visa exemption. 

On 1 February 2016, the list was changed again eliminating South Africa from the list. This decision was renewed by Resolution 6771/2017 (please, see related state acts).

On 14 February 2018, a new list of countries exempted from the temporary visas was adopted with Resolution 1128/2018. The new list increased from 92 to 96 the total number of countries that enjoy the visa-free entry in Colombia (please, see related state acts).

On 18 December 2018, the Colombian Ministry of Foreign Relations adopted Resolution 10535/2018, which repealed Resolution 1128/2018 and modify the list of countries exempted from temporary visa obligations (see related state act).
