In a Federal Register notice published on July 1, 2014 (Volume 79, Number 126) President Obama changed the list of countries benefiting from the African Growth and Opportunity Act (AGOA). Under AGOA nearly all products imported from beneficiary countries are granted duty-free treatment provided that they meet the program’s rules of origin.

Meanwhile, he removed Swaziland from AGOA benefits. The decision on Swaziland comes as a result of that country’s record on workers’ rights. The removal had originally been made in 2009 as a result of a coup.

He restored Madagascar’s status as a beneficiary of the African Growth and Opportunity Act (AGOA). The restoration of Madagascar's benefits takes immediate effect, but the removal of Swaziland's benefits does not take effect until January 1, 2015.
