In March 2011, the government of the Russian Federation imposed a new safeguard duty. The duty was terminated in August 2011.

Safeguard

On 18 March 2011 by the Government Decree #68 the special safeguard duty of 282.4 US dollars per ton was introduced for 3 years on imports of imports of screws, bolts, nuts, washers of iron or steel. The products subject to duties are classified under the following HS code subheadings: 7318.15, 7318 16, and 7318.21. Belarus and developing countries applicable to the national system of preferences of the Russian Federation are exempt from the above duty with the exemption of China, Chinese Taipei, Macau and Hong Kong.

On 22 June 2011, the Customs Union Commission issued Decree 703 replacing and thereby terminating the above safeguard duty, see related state act. The decree came into force on 21 August 2011. According to article 4 of the "Agreement on the application of safeguard, antidumping and countervailing measures in transitional period" of 19 November 2010 when a trade defence measure imposed in the Customs Union enters into force the corresponding national measure is terminated. As safeguard measure was extended to the Customs Union the above safeguard duty was terminated on 21 August 2011.
