In May 2010, the government of India initiated a sunset review and extended the definitive antidumping duty in July 2011 for an additional period. The duty was again extended for an additional period in November 2017 following the conclusion of a sunset review.

Anti-dumping

On May 12, 2010, the Indian authorities initiated a sunset review of the anti-dumping duty imposed on imports of certain rubber chemicals (MOR, PX13 and TDQ) from China, Chinese Taipei, the European Union and the United States of America.
The products subject to investigation is classified under the following HS codes: 2925.2100, 2934.2000, 3812.1000, 3812.2000 and 3812.3000.

On May 11, 2011, the Indian authorities issued their final findings of the sunset review. They recommended the continuation of the existing anti-dumping duty on imports of MOR from China as well as on imports of PX13 and TDQ from the European Union. At the same time, the recommended the termination of the anti-dumping duty imposed on imports of PX13 and TDQ from Chinese Taipei as well as on imports of MOR from the USA.

On July 28, 2011, the Indian authorities issued the notification of extension of the anti-dumping duty imposed on imports of certain rubber chemicals from China and the European Union (Notification No. 67/2011-Customs, 28.07.2011). The amount of the duty ranges from USD 262 to USD 928 per metric ton, depending on the type of rubber chemical and on the exporting country. This duty is effective for a period of five years.

On 8 July 2016, the Indian authorities initiated a sunset review of the above-mentioned anti-dumping duty imposed on imports of the subject goods originating in or exported from China and the European Union. This follows the application lodged by NOCIL Limited.
 
On 26 July 2016, the Indian Ministry of Finance issued the Customs Notification extending the definitive anti-dumping duty for one year i.e. until 27 July 2017 (Notification No. 35/2016-Customs (ADD), 26.07.2016).

On 17 November 2017, the Indian Department of Revenue, Ministry of Finance extended the definitive antidumping duty on imports of the subject good from China and the European Union following the conclusion of the above sunset review. The rate of duty on imports from China is USD 213.82 per tonne. The rate of duty on imports from the European Union is 427.03 or 897.01 depending on the company. The duty is in force for a period of five years.
