Labour market access

On 16 June 2014, the State Duma, the Lower House of the Russian Parliament, adopted at first reading Draft Bill 535567-6. It proposes the current monitoring of the labour migration though quotas to be replaced by patents, depending on the migrants' labour activity. The migrant's application shall be accompanied by:

  • a proof of identity;
  • a migration card;
  • documents, proving the advance payment of personal income tax;
  • a medical insurance policy;
  • a certificate for absence of addiction and dangerous infectious diseases (including HIV);
  • documents for registration at the place of residence;
  • a document certifying the knowledge of Russian language, as well as knowledge of Russian history and legislation (in the cases provided by law).

The patent's term will be from one month to one year. A patent for more than one month will be issued only when there is a labour contract for the corresponding period. A patent gives a foreigner the right to work in only one region.
This legal amendment entered into force as of 1 January 2015 after having been approved by the State Duma, the Federation Council (the Upper House of the Russian Parliament), and the President of the Russian Federation.
