In April 2014, the government of Mexico initiated a new anti-dumping investigation and in June 2015 a definitive duty was imposed. In June 2020, a sunset review was initiated.

Anti-dumping

On April 8, 2014, the Mexican Ministry of Economy decided to initiate an anti-dumping investigation on imports of cold-rolled carbon steel sheets (at least 600mm wide, thickness equal to or greater than 0.5mm but less than 3mm), not alloyed, plated or coated, from China.
The products subject to investigation are classified under the following HS codes: 7209.1601 and 7209.1701.
The complaint was lodged on December 19, 2013 by Ternium México S.A. de C.V.
The investigation started on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on April 25, 2014.
 
On November 21, 2014, the Mexican authorities decided to continue the investigation without imposing a provisional anti-dumping duty on imports of cold-rolled carbon steel sheets originating in China. This resolution was published in the Official Journal of the Federation on December 8, 2014.
 
On June 16th, 2015, the Mexican authorities decided to impose a definitive anti-dumping duty on imports of the above-mentioned goods originating in China.
The rate of the duty is 103.41%, at the exception of the companies Baoshan Iron & Steel Co. Ltd. and Tangshan Iron and Steel Group Co. Ltd. whose exports are subject to a duty of 65.99% and 82.08% respectively.
This definitive anti-dumping duty entered into force on the day following the publication of the resolution in the Official Journal of the Federation, i.e. on June 20th, 2015.

On 17 June 2020, the Mexican authorities initiated a sunset review of the definitive antidumping duty in the form of a price undertaking concerning imports of the subject good from China. This follows the application lodged on 11 and 13 March 2020 by Ternium México, S.A. de C.V. and Altos Hornos de México, S.A.B. de C.V. respectively. The duty will remain in force for the period of the review.
