Anti-dumping

On September 17th, 2009, the Turkish authorities initiated a sunset review of the anti-dumping duty imposed on imports of bicycle tyres and bicycle tubes from Chinese Taipei, Sri Lanka and Vietnam (Notification 2009/31, 17.09.2009). The products subject to investigation are classified under the following HS codes: 4011.5000 and 4013.2000. It follows the application for a review lodged by Anlas Anadolu Lastik Sanayi ve Ticaret AS.
On July 17th, 2010, the Turkish authorities decided upon the continuation of the anti-dumping measure imposed on imports of the above-mentioned products from Chinese Taipei, Sri Lanka and Vietnam (Notification 2010/20, 17.07.2010).
The rate of the duty imposed on goods classified under HS code 4011.5000 is 30% of the CIF value for imports originating in Chinese Taipei and Vietnam and 50% of the CIF value for imports originating in Sri Lanka. The rate of the duty imposed on goods classified under HS code 4013.2000 is 44% of the CIF value for all the countries of origin subject to the measure.
The original anti-dumping measure was imposed on September 27th, 2004 by Notification 2004/22.

On July 15th, 2015, the Turkish authorities initiated a sunset review of the anti-dumping measure imposed on July 17th, 2010 (Notification 2015/31, 15.07.2015). It follows the application for a review lodged by Anlas Anadolu Lastik San. ve Tic. A.S.

On 11 August 2016, the Turkish authorities extended the anti-dumping duty on imports of certain bicycle tyres and bicycle tubes from Chinese Taipei, Sri Lanka and Viet Nam following a sunset review (Notification 2016/33, 11.08.2016). The amount of duty imposed on imports of new tires and rubber used in bicycle (Hs code subheading: 4011.50.00.00.00) from Chinese Taipei, Sri Lanka and Viet Nam is USD 0.73 per kg. The amount of duty imposed on imports of rubber tubes used in bicycle (Hs code subheading: 4013.20.00.00.00) from Chinese Taipei, Sri Lanka and Viet Nam is USD 2.02 per kg. The amount of duty imposed on imports of certain other parts (Hs code subheading: 8714.99.90.00.00 in relation to above HS codes) from Chinese Taipei, Sri Lanka and Viet Nam is USD 0.73 or 2.02 per kg depending on the above HS code relation.

Anti-circumvention

On 11 April 2017, the Turkish authorities initiated an anti-circumvention investigation on imports of certain tyres made of rubber used in bicycles and certain parts and accessories thereof from Laos (Notification 2017/10). This investigation follows suspicion that the definitive antidumping duty imposed by Notification 2004/22 and extended by Notification 2010/20 and 2016/33 on imports of certain bicycle tyres and bicycle tubes from Chinese Taipei, Sri Lanka and Viet Nam (see related intervention) might be circumvented. Additionally, the investigation follows suspicion that the definitive antidumping duty imposed on imports of certain types of bicycle tyres and bicycle tubes from China, India and Thailand as well as from Indonesia and Malaysia might also be circumvented, see related measures. The products subject to investigation are classified under the following HS codes: 4011.50.00.00.00, 4013.20.00.00.00 and 8714.99.
