In December 2008, the government of Turkey initiated a new anti-dumping investigation and a definitive duty was imposed in June 2009. In June 2014, a sunset review was initiated and the definitive duty was extended for a new period in June 2015. In November 2019, a new sunset review was initiated.

Anti-dumping

On December 31, 2008, the Turkish authorities initiated a sunset review of the anti-dumping duty imposed on imports of vulcanized rubber thread from Malaysia (Notification 2008/42).
The application for a review was lodged by Elastiki Iplikler Sanayi ve Ihracat A.S. The products subject to investigation are classified under the following HS code: 4007.00.
 
On June 18, 2009, the Turkish authorities decided upon the continuation of the definitive anti-dumping duty imposed on imports of vulcanized rubber thread from Malaysia (Notification 2009/14). The rate of the duty ranges from 11.6% to 16.9% of the CIF value.
 
On June 17, 2014, the Turkish authorities initiated a sunset review of the anti-dumping measure imposed on June 18, 2009 (Notification 2014/17).
 
On June 13th, 2015, the Turkish authorities decided upon the continuation of the anti-dumping measure imposed on June 18th, 2009 by Notification 2009/14 (Notification 2015/22, 13.06.2015).
The rate of the duty is 16.9% of the CIF value, at the exception of the following companies that are granted a preferential rate: Rubberflex SDN BHD (14.8%), Heveafil SDN BHD (11.6%), Filmax SDN BHD (11.6%), FilatiLastex SDN BHD (14.8%), Rubber Thread Industries (M) Sdn Bhd (14.8%).

On 16 November 2019, the Turkish authorities initiated a sunset review of the definitive antidumping duty imposed on imports of the subject good from Malaysia. This follows the application lodged by ELPA Elastiki İplikler San. ve İhr. A.Ş. and Şahin Lateks San. ve Tic. A.Ş. The definitive antidumping duty will remain in force for the duration of the investigation.
