In March 2008, the government of Turkey initiated a new antidumping investigation. A definitive antidumping duty was imposed in August 2009. In July 2015, the definitive duty was extended following the conclusion of a sunset review. In April 2017, an anti-circumvention investigation was initiated and was subsequent terminated in December 2017. In July 2020, a sunset review was initiated.

Anti-dumping

On March 20th, 2008, the Turkish authorities initiated an anti-dumping investigation on imports of certain types of bicycle tyres and bicycle tubes from Indonesia and Malaysia (Notification 2008/11, 20.03.2008).
The products subject to investigation are classified under the following HS codes: 4011.5000 and 4013.2000.
The complaint was lodged by Anlas Anadolu Lastik Sanayi ve Ticaret A.S.
 
On August 1st, 2009, the Turkish authorities imposed an anti-dumping duty on imports of the above-mentioned products originating in Indonesia and Malaysia (Notification 2009/27, 01.08.2009).
The rate of the duty imposed on imports originating in Indonesia is 33.0% of the CIF value, at the exception of the company PT Hung-A Indonesia whose exports are subject to a duty of 29.6% of the CIF value for goods classified under HS code 4011.5000 (tyres) and 17.8% of the CIF value for goods classified under HS code 4013.2000 (tubes).
The rate of the duty imposed on imports originating in Malaysia is 33.0% of the CIF value, at the exception of the company Everthrough Rubber Products Sdn. Bhd. whose exports are subject to a duty of 29.6% of the CIF value for goods classified under HS code 4011.5000 (tyres) and 5.6% of the CIF value for goods classified under HS code 4013.2000 (tubes).
 
On July 25th, 2014, the Turkish authorities initiated a sunset review of the anti-dumping measure imposed on August 1st, 2009 (Notification 2014/23, 25.07.2014).
It follows the application for a review lodged by Anlas Anadolu Lastik Sanayi ve Ticaret A.S.
 
On July 24th, 2015, the Turkish authorities decided upon the continuation of the anti-dumping measure imposed on imports of the above-mentioned products from Indonesia and Malaysia (Notification 2015/35, 24.07.2015). The measure is imposed on goods classified under HS codes 4011.5000 and 4013.2000 as well as 8714.9990.
The amount of the duty imposed on goods originating in Indonesia and classified under HS code 4011.5000 (tyres) and related parts (classified under HS code 8714.9990) is USD 0.73 per kilogram, at the exception of the company PT Hung-A Indonesia whose exports are subject to a duty of USD 0.66 per kilogram. The amount of the duty imposed on goods originating in Indonesia and classified under HS code 4013.2000 (tubes) and related parts (classified under HS code 8714.9990) is USD 1.49 per kilogram, at the exception of the company PT Hung-A Indonesia whose exports are subject to a duty of USD 0.85 per kilogram.
The amount of the duty imposed on goods originating in Malaysia and classified under HS code 4011.5000 (tyres) and related parts (classified under HS code 8714.9990) is USD 0.73 per kilogram, at the exception of the company Everthrough Rubber Products Sdn. Bhd. whose exports are subject to a duty of USD 0.62 per kilogram. The amount of the duty imposed on goods originating in Malaysia and classified under HS code 4013.2000 (tubes) and related parts (classified under HS code 8714.9990) is USD 1.55 per kilogram, at the exception of the company Everthrough Rubber Products Sdn. Bhd. whose exports are subject to a duty of USD 0.22 per kilogram.

On 22 July 2020, the Turkish authorities initiated a sunset review of the definitive duty imposed on imports of bicycle tyres and bicycle tubes from Indonesia and Malaysia. This follows the application lodged by Anlas Anadolu Lastik Sanayi ve Ticaret A.S.

Anti-circumvention

On 11 April 2017, the Turkish authorities initiated an anti-circumvention investigation on imports of certain tyres made of rubber used in bicycles and certain parts and accessories thereof from Laos (Notification 2017/10). This investigation follows suspicion that the definitive antidumping duty last imposed by Notification 2015/35 on imports of certain bicycle tyres and bicycle tubes from Indonesia and Malaysia (see related intervention) might be circumvented. Additionally, the investigation follows suspicion that the definitive antidumping duty imposed on imports of certain types of bicycle tyres and bicycle tubes from China, India and Thailand as well as Chinese Taipei, Sri Lanka and Vietnam might also be circumvented, see related measures. The products subject to investigation are classified under the following HS codes: 4011.50.00.00.00, 4013.20.00.00.00 and 8714.99.

On 30 December 2017, the anti-circumvention investigation was terminated without the extension of duties.
