In January 2010, the government of Turkey initiated an antidumping investigation. In October 2010, a definitive duty was imposed. In October 2015, a sunset review was initiated and the definitive duty was extended for a new period in November 2016. In March 2021, an anti-circumvention investigation on imports from Malaysia and Greece was initiated. In October 2021, a new sunset review was initiated.

Anti-dumping

On January 22nd, 2010, the Turkish authorities initiated a sunset review of the anti-dumping duty imposed on imports of textile fabrics impregnated, coated, covered or laminated with polyurethane/ leather substitutes from China (Notification 2010/5, 22.01.2010). The products subject to investigation are classified under the following HS codes: 5903.2010 and 5903.2090.


On October 31st, 2010, the Turkish authorities extended the definitive anti-dumping duty on imports of textile fabrics impregnated, coated, covered or laminated with polyurethane/ leather substitutes from China (Notification 2010/28, 31.10.2010). The amount of the duty is USD 1 per kilogram for impregnated textile fabrics (HS code 5903.2010) and USD 2.2 per kilogram for coated, covered or laminated textile fabrics (HS code 5903.2090).

On October 30th, 2015, the Turkish authorities initiated a sunset review of the anti-dumping measure imposed on October 31st, 2010 (Notification 2015/47, 30.10.2015). It follows the application for a review lodged by Depar Deri Plastik Sanayi ve Ticaret A.S., Flokser Tekstil Sanayi ve Ticaret A.S. and Dogus Suni Deri Kösele San. ve Tic. A.S., domestic producers of the subject goods.
 
On 2 November 2016, the Turkish authorities extended the anti-dumping duty on imports of the subject good from China following the conclusion of the above sunset review (Notification 2016/44). The amount of the duty is USD 1 per kilogram for impregnated textile fabrics (HS code 5903.2010) and USD 2.2 per kilogram for coated, covered or laminated textile fabrics (HS code 5903.2090).

On 30 October 2021, the Turkish authorities announced the initiation of a sunset review of the definitive duty imposed on imports of the subject good from China. This follows the application lodged by Doğuş Suni Deri Kösele Sanayi ve Ticaret A.Ş. and Flokser Tekstil Sanayi ve Ticaret A.Ş.

Anti-circumvention

On 26 March 2021, the Turkish authorities initiated an anti-circumvention investigation on imports of textile fabrics impregnated, coated, covered or laminated with polyurethane/ leather substitutes from Malaysia and Greece (Notification 2021/5). This investigation follows suspicion that the definitive anti-dumping duty imposed in November 2016 on imports of the same products originating in China might be circumvented. The products subject to investigation are classified under the following HS code subheading: 5903.20.
