In November 2009, the government of Turkey initiated a new anti-dumping investigation. In July 2010, a definitive duty was imposed. In July 2015, a sunset review was initiated and the definitive duty was extended in July 2016. In July 2021, a sunset review was initiated and the definitive duty was extended for a new period in July 2022.

Anti-dumping

On November 19th, 2009, the Turkish authorities initiated a sunset review of the anti-dumping duty imposed on imports of stranded wire, ropes and cables from China and Russia (Notification 2009/37, 19.11.2009).
The products subject to investigation are classified under the following HS codes: 7312.1081, 7312.1083, 7312.1085, 7312.1089 and 7312.1098.
It follows the application for a review lodged by Çelik Halat ve Tel Sanayi A.S. and Has Çelik ve Halat Sanayi ve Ticaret A.S.

On July 21st, 2010, the Turkish authorities decided upon the continuation of the anti-dumping measure imposed on imports of the above-mentioned products from China and Russia (Notification 2010/22, 21.07.2010). The amount of the duty imposed on imports originating in China is USD 1 per kilogram. The amount of the duty imposed on imports originating in the Russian Federation is USD 0.5 per kilogram.

The original anti-dumping measure was imposed on December 1st, 2004 by Notification 2004/24.

On July 16th, 2015, the Turkish authorities initiated a sunset review of the anti-dumping measure imposed on July 21st, 2010 (Notification 2015/29, 15.07.2015). It follows the application for a review lodged by Çelik Halat ve Tel Sanayi A.S., Has Çelik ve Halat Sanayi ve Ticaret A.S. and Köskerler Çelik Halat ve Makine San. Tic. Ltd. Sti.
 
On 14 July 2016, the Turkish authorities extended the anti-dumping duty on imports of the above-mentioned products from China and Russia following a sunset review (Notification 2016/31, 14.07.2016). The amount of the duty imposed on imports from China remains at USD 1 per kilogram. The amount of the duty imposed on imports from Russia remains at USD 0.5 per kilogram.

On 10 July 2021, the Turkish authorities announced the initiation of a sunset review of the definitive duty imposed on imports of the subject good from China and Russia. This follows the application lodged by Çelik Halat ve Tel Sanayii A.Ş., Has Çelik ve Halat San. Trade Inc. ve Köşkerler Çelik Halat ve Makine San. Trade Inc., Çokyaşar Halat Makine Tel Galvanizleme San. Trade Inc. and Erciyes Çelik Halat Tel San. and Trade Inc.

On 30 May 2022, the Turkish Directorate of Imports recommended, to the evaluation of the relevant parties, to extend the antidumping duty on imports of the subject good from China and Russia.

On 9 July 2022, the Turkish authorities issued a regulation extending the definitive duty imposed on imports of stranded wire, ropes and cables from China and Russia following the conclusion of the sunset review.
