On 20 December 2010, the South African Reserve Bank issued Exchange Control Circular No. 46/2010, which replaces the existing paper-based export monitoring system by an electronic one. Previously, exporters had to submit a form to the South African Revenue Service with every export transaction (excluding exports to countries within the common monetary area and small exports). In the new system, exporters merely have to 'tag' their exports with a so-called Unique Consignment Reference number.
