Anti-dumping

On August 13, 2009, the European Commission announced the initiation of an anti-dumping investigation on imports of aluminium road wheels of the motor vehicles of CN headings 8701 to 8705 (whether or not with their accessories and whether or not fitted with tyres) from China (Notice No 2009/C 190/06).
The complaint was lodged on June 30, 2009 by the Association of European Wheel Manufacturers (EUWA) on behalf of producers representing more than 50% of the EU production of the subject goods.
The products subject to investigation are classified under the following HS codes: ex 8708.7010 and ex 8708.7050.

On May 10, 2010, the Commission decided to impose a provisional anti-dumping duty on imports of aluminium road wheels from China (Commission Regulation (EU) No 404/2010). The rate of the duty is 20.6% of the net free-at-Union-frontier price. The duty is applicable for a period of 6 months, starting on May 12, 2010. Commission Regulation (EU) No 404/2010 was published in the Official Journal of the European Union (L 117) on May 11, 2010.

On October 25, 2010, the European authorities decided to impose a definitive anti-dumping duty on imports of aluminium road wheels from China (Council Implementing Regulation (EU) No 964/2010). The rate of the duty is 22.3% of the net free-at-Union-frontier price. This definitive duty entered into force on October 29, 2010. Council Implementing Regulation (EU) No 964/2010 was published in the Official Journal of the European Union (L 282) on October 28, 2010.

On October 27th, 2015, the European Commission announced the initiation of a sunset review of the anti-dumping duty imposed on imports of road wheels originating in China (Notice No 2015/C 355/06). This sunset review follows the application lodged on July 16th, 2015 by the Association of European Wheels Manufacturers (EUWA) on behalf of producers representing more than 25% of the EU production of the subject goods.
 
On 25 January 2017, the European Commission extended the definitive anti-dumping duty on imports of subject good from China following the conclusion ofthe above sunset review (Commission Implementing Regulation (EU) 2017/109). The rate of duty is 22.3%. of the net free-at-Union-frontier price before duty.
