Anti-dumping

On June 5th, 2008, the European Commission announced the initiation of a sunset review of the anti-dumping duty imposed on imports of tube or pipe fittings (other than cast fittings, flanges and threaded fittings) of iron or steel (not including stainless steel), with a greatest external diameter not exceeding 609.6mm, of a kind used for butt-welding or other purposes, fromThailand and China including Chinese Taipei, and extended to imports from Indonesia, Sri Lanka and the Philippines following anti-circumvention investigations, see related interventions (Notice No 2009/C 138/12).
The products subject to investigation are classified under the following HS codes: ex 7307.9311, ex 7307.9319, ex 7307.9930 and ex 7307.9990.
This follows the request lodged on March 5th, 2008 by the Defence Committee of the Steel Butt-Welding Fittings Industry of the European Union on behalf of producers representing more than 25% of the total EU production of the subject goods.
 
On August 27th, 2009, the European authorities decided upon the continuation of the anti-dumping duty imposed on imports of the above-mentioned products originating in Thailand and China including Chinese Taipei as well as in Indonesia, Sri Lanka and the Philippines following anti-circumvention investigations, see related interventions (Council Regulation (EC) No 803/2009, 27.08.2009).
The rate of the duty imposed on imports originating in China is 58.6% of the net free-at-Union-frontier price. The rate of the duty imposed on imports originating in Thailand is 58.9% of the net free-at-Union-frontier price, at the exception of the companies Thai Benkan Co. Ltd. and Awaji Materia (Thailand) Co. Ltd. whose exports are subject to a duty of 0% (i.e. exemption from the measure) and 7.4% of the net free-at-Union-frontier price respectively. The rate of the duty imposed on imports originating in Chinese Taipei is equal to the rate imposed on imports originating in China, i.e. 58.6% of the net free-at-Union-frontier price.
The measure entered into force on the day following the publication of the regulation in the Official Journal of the European Union (L 233), i.e. on September 5th, 2009.
 
On September 3rd, 2014, the European Commission announced the initiation of a sunset review of the anti-dumping measure imposed on imports of the above-mentioned products originating in China including Chinese Taipei and extended to imports from Indonesia, Sri Lanka and the Philippines following anti-circumvention investigations (Notice No 2014/C 295/06).
The products subject to investigation are classified under the following HS codes: ex 7307.9311, ex 7307.9319 and ex 7307.9980.
This follows the request lodged on June 2nd, 2014 by the Defence Committee of the Steel Butt-Welding Fittings Industry of the European Union on behalf of producers representing more than 25% of the total EU production of the subject goods.
The scope of the sunset review does not include Thailand as exporting country. Hence the anti-dumping measure as far as Thailand is concerned expired on September 4th, 2014.
 
On October 27th, 2015, the European authorities decided upon the continuation of the anti-dumping duty imposed on imports of the above-mentioned products originating in China including Chinese Taipei as well as Indonesia, Sri Lanka and the Philippines following anti-circumvention investigations (Council Implementing Regulation (EU) No 2015/1934, 27.10.2015).

The rate of the duty imposed on imports originating in China remains 58.6% of the net free-at-Union-frontier price. The rate of the duty imposed on imports originating in Chinese Taipei is equal to the rate imposed on imports originating in China, i.e. 58.6% of the net free-at-Union-frontier price.
The measure entered into force on the day following the publication of the regulation in the Official Journal of the European Union (L 282), i.e. on October 29th, 2015.

On 27 October 2020, the European Commission initiated a sunset review of imports of the subject good from China and Chinese Taipei. The review follows the application lodged on 25 June 2020 by the Defence Committee of the steel butt-welding fittings industry of the European Union.
