On 6 June 2022, the Federal Public Revenue Administration adopted General Resolution 5200/2022 establishing import criterion values on new specifications of electric accumulators classified under tariff subheading NCM 8507.10.10 imported from certain Asian markets. General Resolution 5200/2022 entered into force on 8 June 2022, two working days following its publication on the official gazette.
In particular, the import reference prices were set at FOB values of USD 4.30 or USD 7.75 per unit, depending on the specific product description. The measure also replaces External Note DGA 91/2008 of October 2008 which set the import criterion values for different product specifications and markets classified under the same NCM.
Notably, this price is only applicable to imports from the following jurisdictions: China, Chinese Taipei, Hong Kong, India, Indonesia, Malaysia, North Korea, Pakistan, Philippines, Singapore, South Korea, Thailand, and Vietnam. Import criterion values for other product specifications and markets were also established (see related intervention).
According to the press release, the Resolution targets "22 different types of car batteries" and it aims to tackle "manoeuvres that until now were not reached by the tool used to avoid abusive foreign trade practices" (own translation).
