In April 2022, the Colombian government temporarily changed the import duties on certain food products. The measure is part of the Colombian Price Band System to stabilise the import prices of selected agricultural products.

Import tariff

On 28 April 2022, the Directorate of National Taxes and Customs of Colombia adopted Notice No. 4394/2022 increasing the import duties for swine meat products. The new duties apply from 1 May 2022 to 15 May 2022. In particular, the measure affects 17 ten-digit tariff subheadings (11 six-digit subheadings). The new duties 14%, whilst the previous ones was 11%. 

The affected tariff subheadings have the following HS codes: 160100, 160241, 160242, 020329, 020311, 020312, 020319, 020321, 020322, 021012 and 021019.

The previous duties were set via Notice No. 4387/2022 of April 2022. The measure is part of the Colombian Price Band System. Notably, the duties for all the other affected products were not modified from their previous levels (see related state act).

The Colombian Price Band System

Colombia has adopted the Andean Price Band System (SAFP in Spanish) since 1994. The objective of the mechanism is to stabilise the import prices of certain agricultural products. For this, the government updates the import duties of the affected products every two weeks. Currently, the products covered by the SAFP and Colombian price band system are swine meat, poultry meat, milk, wheat, barley, yellow corn, white corn, soybean, soy oil, palm oil, raw beet sugar, white sugar, and white rice.

Update

On 12 May 2022, the Directorate of National Taxes and Customs of Colombia adopted Notice No. 4402/2022 increasing the import duties for swine meat products from 16 May 2022 onwards (see related act).

Import tariff

On 28 April 2022, the Directorate of National Taxes and Customs of Colombia adopted Notice No. 4394/2022 decreasing the import duties for poultry meat, raw beet sugar and white sugar. The new duties apply from 1 May 2022 to 15 May 2022. In particular, the measure affects 24 ten-digit tariff subheadings (18 six-digit subheadings). The new duties range between 0% and 146%, whilst the previous duties ranged between 1% and 153%.

The affected tariff subheadings have the following HS codes: 170114, 170191, 170199, 170260, 170290, 170310, 170390, 020714, 020713, 020726, 020727, 020743, 020744, 020745, 020753, 020754 and 020755.

The previous duties were set via Notice No. 4387/2022 of April 2022. The measure is part of the Colombian Price Band System. Notably, the duties for all the other affected products were not modified from their previous levels (see related state act).
