In May 2018, a sunset review was initiated and the duty was extended on imports from the EU and the United States in January 2019. The duty imposed on imports from the Republic of Korea was terminated.

Anti-dumping

On April 4, 2013, the Indian authorities initiated an anti-dumping investigation on imports of methylene chloride from the European Union, South Korea and the United States of America. The product subject to investigation is classified under the following HS code: 2903.1200.

On October 21, 2013, the Indian authorities imposed a provisional anti-dumping duty on imports of methylene chloride from the European Union, South Korea and the United States of America. The amount of the duty ranges from USD 0.32 to USD 0.36 per kilogram for European exporters, depending on the company. The amount of the duty is USD 0.33 per kilogram for US exporters. The amount of the duty is USD 0.21 per kilogram for Korean exporters.

On April 2, 2014, the Indian authorities decided to impose a definitive anti-dumping duty on imports of methylene chloride from the European Union, South Korea and the United States of America. This definitive duty was imposed on May 21, 2014 (Notification No.24 /2014-Customs (ADD), 21.05.2014). The amount of the definitive duty is similar to the amount of the provisional one, i.e. ranges from USD 0.32 to USD 0.36 per kilogram for European exporters, depending on the company; is USD 0.33 per kilogram for US exporters and USD 0.21 per kilogram for Korean exporters. This duty is effective for a period of five years from the date of imposition of the provisional anti-dumping duty, that is, October 21, 2013.

On 3 May 2018, the Indian authorities initiated a sunset review of the definitive antidumping duty imposed on imports of the subject good from the United States and the European Union. This follows the application lodged by Gujarat Fluorochemicals Ltd. and Chemplast Sanmar Ltd. No sunset review was initiated on imports from the Republic of Korea.

On 2 August 2018, in connection with the above sunset review, the Indian Ministry of Finance issued the Customs Notification extending the definitive antidumping duty on imports of the subject good from the European Union and the United States until 20 October 2019. 

On 4 January 2019, the Indian authorities extended the definitive duty imposed on imports of methylene chloride from the European Union and the United States of America following the conclusion of a sunset review. The rate of duty on imports from the European Union is USD 0.32 or 0.36 per kilogramme depending on the company. The rate of duty on imports from the United States is USD 0.33 per kilogramme. The duty is in force for a period of five years. The definitive duty imposed on imports from the Republic of Korea was not extended and the duty thereby expired on 21 October 2018.
